Could Flash speed steal from Juggernaut while he is moving?

Is it a physics thing or speed force vs Cytorak?

I see no reason why he couldn't

In Theorie he should be speed stealing for all eternity without Juggernaut ever stopping...

since Cytorak is magic based, flash might not have the effect that he would on a more non-magical/natural character.

@supremehyperion: @cgoodness: most people won't touch it, but i can't let it go... And keep in mind, this is not anything like flash vs juggernaut. I am just interested in the physics of the thing. so far, best response was from @stahlflamme for he at least tried.

His run is based on magic, but he still generates energy and moves at a certain speed that Wally could, in theory, take away.

Jay Garrick used speed steal on Black Adam, but that isn't the same thing as far as I know.

This. He should be able to steal his speed but it shouldn't do anything in the way of slowing him down, due to the mystic nature of Juggy's powers.

I'm asking you because I don't know a thing about Juggernaut. What makes his magic different from Black Adam's? Why would it affect his kinetic energy?
