It was said somewhere that while the Speed Force was still present after Barry's death, it didn't grow at all. It's also been confirmed that Barry is the engine of the Speed Force and creates it when he runs. Not sure if that would affect Wally's ability to steal his speed, but I'm thinking it would make it at least significantly harder for him, if it's possible.
