Love both to pieces, but give it TWS because of the impact it had on the entire MCU by revealing that Hydra has never went out of operation.
Winter Soldier by a tad bit for me. Though I've seen it enough times that it's more enjoyable to watch Batman Begins (because I've only seen it like twice).
Batman Begins is my second favorite CBM of all time out of the 106 I've seen.
Both are great Cbms but Batman: Begins is undoubtedly by far the superior piece of cinema.
Batman Begins features a better story and characters, but The Winter Soldier is more entertaining, if only for the action.
BB is a bit more to digest.
TWS is overrated, Batman Begins is a movie directed by Cristopher Nolan, one of the best directors out there (Russo brothers are good, but Nolan is on another level). The musics composed by Hans Zimmer and James Newton Howard are amazing. Plus the cast of BB is just superior:

WS is a very overrated movie. It's a fairly good movie, but man, around here it sure is overrated and hyped up. Comparing it to BB is bs.
BB is a brilliant movie, with great acting, amazing cinematography and a very good story. That moment where Scarecrow sets BAtman on fire steals the show for me (and that's only one scene of many great ones). Such intense moment there as BAtman panics and calls Alfred and then we see how Alfred is horrified when he sees him hurt like that.
The only flaw in that brilliant film is that horrible BAtman voice Bale came up with. But that's just me being petty.

@klbro123: No it's not. The fight scenes and action were garbage compared to TWS.
Action scenes are not everything.
Plus the car chase scene is pretty awesome old school action filmaking. Not even close to garbage.
@thesilentripper: In comic book movies they pretty much are. Not that action is all it had to offer. The plot was outstanding. Probably one of the best plots and twists in any comic book movie.
@noone1996: or maybe you should realise not everyone likes fake flashy cuts in their fight scenes. the winter soldiers storyline barely existed just a series of events that lead to another action scene

I disagree with that.
X-Men Origins ,The Last Stand or Spider-Man 3 had pretty action scenes, yet people still remember them as bad films.
Action scenes are nothing if they are not backed up by a solid story.
@thesilentripper: They didn't really have any good action scenes though. I think if they did they wouldn't have been as bad as everyone agrees. I can't think of any notable or cool action scenes in any of those movies.

Wade first action scene, Wolverine vs the helicopter , Wolverine vs the forest guys, Spider-Man vs pretty much everyone in SM3
etc
But my point is, that a bad movie is a bad movie with or without "cool" action scenes. And that even in CBM, they don´t mean everything.
But hey that´s just me.
Begins. It is about as close to a "perfect" CBM as you are going to find... Bale's awkward Batman voice aside. (a nitpick)
Winter Soldier was great, but it isn't without some flaws that keep it from reaching the same level as Begins, namely: a weak primary villain, very little character development in general, and a lack of gravitas. Beyond all that, the acting and writing aren't as good as Begins either.
