Public Domain Characters

I've noticed that there are a handful of characters in the wiki that are public domain and share the page with the likes of Marvel, DC, and other. What's the bases behind that? At what point do the company versions get their own page?

@Feartheliving: like all alts they can have their own pages if there is a significant difference to warrant it, it is decided on a case by case basis by mods.
