I think only moderators & staff have that ability. But Killer Bee is already down as an alias, so it should still be searchable on that name in the meantime.
As a non-Naruto reader, why should the name be changed??
The only reason I see is because the term Jinchuuriki as shown as his last name means individuals that are possesed by tailed demons within their bodies. Plus, as I remember Killer Bee is his actual name while Hachibi is the name of the demon within him.
changing character names will break any links on the site to his page, so I think generally they try not to do this. You can ask a mod to change it if it's necessary but any links will need to be fixed.
It is possible. Hope Summers was known as The Mutant Baby for a long time, but it was changed to Hope Summers when she finally had a name of her own. So the best thing to do it PM a mod or staff member and ask them to change it. Just remember to mention the reasons why the character's name should be changed.
