Well Tifa and Cloud have been in manga which is a part of the site. I would say Video game characters are ok if they have a comic/manga about them.

I'ts ok as long as they're in a comic. The Final Fantasy characters are in the Kingdom Hearts comic adaptation, right?

Dang it, I wanted to do Ryu Hayabusa! Oh well....Hotsuma is up for graps (Shinobi), he was in a two-part comic, I believe.
