Ok. So does anyone want to point me in the right direction as to why Frank Castle is black?

God, they really couldn't have gotten someone else besides Dillon?

The first issue seemed like a watered down pg-13 version of Garth Ennis' Punisher MAX. Hopefully this picks up.

Tan, and also, Frank Castle is of Italian origins, his grandparents are from Italy, Sicily [South of Italy, one of the most southern...], and people of that regions are usually not "pale white"... so I think normal that Frank is not strictly 100% "white skinned"...

Very standard though. Nothing particularly special IMO.

I liked it but it was a first issue so I always treat it like a pilot.

That's very true.

I'm not a big fan of Steve Dillon, but I'm excited to read a take on Punisher with Becky Cloonan at the helm. I liked issue #1, so I'm looking forward to picking this up. It don't find it as thrilling as the current Moon Knight, for example, but it's solid Punisher fare.
