This is a recent bug I've been facing.
For example, I hit the quote/reply button in some random thread. But instead of the quoted Viner's statement or the @xyz (in green indicating replying), a rectangular, outlined with blue, box appears and apparently you're supposed to write your post inside it. Tried all the available buttons without luck.
Next, when you type your post in that weird rectangular box, you press the "post reply" button. But guess what, the post gets posted.....but it's blank!!
Please let me know if I'm not alone...
