Formatting Toolbar Disappearing

Yet again I am working on a CaV, but after I upload an image the formatting toolbar disappears. I tried switching from Google Chrome to Firefox, but the issue happens on both browsers.

The issue seems to have been resolved.

And it's happening again.

I distinctly remember this happening to me on the first day I made an account on CV. It still happens to me, regardless of browser. It disappears, but usually I just scroll up and it comes back again, temporarily, before I have to scroll up again for it to reappear.
