It will be a tough call and good match. DS has te whole 90% or whatever % brain thingy but Bucky has been trained and dealing with encounters like this so with his experience along with his bionic arm I have to go with Bucky.

He's got Bucky beat in every regard. Bucky could be a watered down version of Slade. Minus, y'know, the enhancements, healing factor, tactical genius and alla that jazz.

Just on the idea of deathstroke using 90 percent of his brain at one time its not that crazy of a thing. If you think about it humans use all parts of their brain to function. If one part of the brain is damaged we lose some kind of human function. That being said there has been brain scans of average humans under average normal activities using 45 percent of their brain. Now the fact that ppl say we only use 10 percent of are brain are ignorant and have no idea what they are talking about, this is a myth that was first declared by Einstein to stress the importance of pushing ourselves to become more intelligent. So lets just say that most highly trained humans/superhumans in the comic universe under combat probably are using almost all of their "brain power". Now in terms of who has more training this is hard to calculate since we dont know how much Bucky trained during his time as a soviet agent because he was put in cryogenics when not being used to keep him from aging. From what i can tell, bucky is on par if not better in military expertise than capt even though he isnt the type of leader Cap is while being the winter soldier. Slade also has very strong military background so on terms of training lets just call it a draw. The real issue is the equipment they both use, Bucky having the bad ass arm which has an emp and is basically superhuman is pretty top notch but that leaves the rest of his body as a weakness basically. Slade if we are talking about new 52 slade has nth metal suit which has been seen to stop many shots from Lobo someone who is on par with supermans strength. He also uses a sweet freaking staff that shoots energy blast. The thing is im not sure if the emp would effect his staff and even so would the arms strength be enough to put a dent in Slades armor. I don't believe it could so just because of equipment alone Deathstroke should definitely win this match up. Now if this matchup was both no gear and hand to hand combat I think Bucky would take it just because his arm isnt so much a piece of gear but part of his body. Anyways Sorry for the long ass response.

The terminator wins this. Slade is faster, stronger, more skilled, cleverer, and basically overall better.

Winter Soldier- More proficient with ranged combat, a batter tactician, plus he's got that nifty arm. Assuming that this is Pre-52 Slade.

The man that lost against the B-list Justice League even though he had the most ridiculous PIS of all time on his side vs. the guy who realistically stalemated Extremis Iron Man, and most importantly has good tactical showings against other tacticians-- Wolverine, Captain America, and Punisher. Whereas Deathstroke beats tacticians like Batman by simply using his superior physical statistics, Winter Soldier uses tactical maneuvering, ranged combat, and stealth.
