who would you rate as the best kage on naruto
Hashirama. He was the strongest and could've ruled the world but chose to be kind and even shared his power with other villages as a show of good faith. He was the best hearted of them all imo

He still uses Kurama. In The Last and Boruto he used him.

He knew what to do for a village and had the political experience on top of the strength and skill.
Naruto is passing him, but hashirama built the ninja world basically, and he was smart enough to do so.. so for now, until gets more experience as hokage, id say him

Hashirama is overrated, OP said best Hokage not strongest and even then Naruto still wins. I mean people are just looking at his power but ultimately he should have killed Madara, his actions in being nice gave Madara enough time to start his whole plan to control the world. Madara and Hashiramas bond isn't even as strong as NS. If he had killed Madara earlier, Zetsu would have not found Madara meaning no 4th War, no Obito living pass his sacrifice, no Akatsuki, no Uchiha Massacre, etc

Minato is by far the greatest hokage. He was a highly skilled shinobi at his time. I wonder what it would have been like if he was still alive maybe the 4th geat ninja war would have ended in just a few minutes
the easy choice is naruto obviously.
in terms of power? he is tied easily with hashirama.
in terms of what he did? hasirama founded the village sure. and within his life time almost lost it all to his friend that he refused to see as an enemy, was still apart of the first ninja war, and sold off the bijuu too the other village. while he was a great man, a lot of his actions did greatly effect the ninja world in the future, and some of the negatively. while he was pure of heart, and he meant well, he himself stated that if he had gone about things differently, the fate of the world might also be different.
where as naruto? since day one, he has never gone back on his word. he has kept every promise he could.
He brought sasuke back to the village. he became hokage. he saved gaara. he got rid of the hatred deep in kurama's heart and in ALL the bijuu's. he saved the world/the village/ AND sasuke, without sacrificing one for the other. he was the chosen one and he kept his promise to jiraiya AND nagato.
he himself truly is the embodiment of hashirama's dream of what the hokage and the ninja world should be. in terms of overall power, ability, achievements and all, naruto truly takes he cake on this category.
but if we exclude naruto, id have to go with gaara. nobody else in the series, bar naruto to a degree, has had to deal with what he has, and has overcome it.
gaara was not just hated, he was shunned, villianized and absolutely loathed by the village. he had nobody, not even his family to turn to. his brother and sister? were deathly afraid of him. his Father? wanted him dead. the only person who truly cared about him, his mother, died moments after he was born.
on top of this, he not only had a Bijuu inside of him, but one of the bitterest and most vile(from what weve seen), shakuku. i mean, the kid couldn't even sleep at night without worry of the beast breaking out. on top of this, his own father made attempts at his life, his village hated him, and the one person he thought he could trust, tried to kill him and ended up dyeing by his hand.
despite all of this. despite all the hatred inside of him, despite the fear people had for him,he overcame all of this. he not only became the kazekage of the village hidden in the sand, but he became a commander in the allied shinobi alliance, and fought along side the very beast that plagued him for years.
Gaara stood tall against Madara himself, fought on par with 4 other kage's who were all legendary in their own right, and for the most part far more experienced then him.
on top of ALL of this, in he greatest moment of need for the ninja world, he did not give up on naruto. despite knowing first had the consequence of being a jinchuriki and having your tailed beast removed, he did not give up. he promised he would save naruto and he kept that promise. that single action alone(tied with sasuke getting saved) is what is responsible for the fate of the ninja world.
he went full circle from being a kid hated by the world, his first fight with naruto, his cousin jin, getting captured by the akatsuki and dyeing and back to this moment where he finally returns the favor and does the same for naruto.
as far as all the pages(excluding naruto) he has always ranked the highest with me due to these reasons.

they both did what they had too.
the difference? hashirama was already hokage when madara went rogue. hashirama has a whole village of people he needed to take care of and let madara do what he did due to their friendship.
naruto? was a genin in the village. it was not just naruto who had to deal with sasuke, and beyond his few missions to try to get sasuke back, it was not up to naruto if he chased after sasuke or not. On top of that not only was sasuke hidden behind orochimaru, who could easily match anything the leaf village could throw at him besides jiraiya respectively(who was busy looking into the bigger threat at the time, the akatsuki/pain) its not like naruto could just walk in and stab sasuke in the face.
Plus where was EVERYBODY else in the village who outranks naruto? as a missing-nin, sasuke should have been hunted down and dropped on the spot. where were the anbu after sasuke fought naruto? when he was half dead and could barely walk?
like kakashi said, as his teacher HE should be the one to kill sasuke. as the hokage said iirc, She is still responsible for the missing-nin of the hidden leaf village.
in the end, sasuke was not solely narutos problem. strictly speaking, the moment sasuke left, there should have been Teams of Anbu hunting him down, jonin level ninja out on the hunt, trying to get sasuke. and the last set of sharingan the village has, back, and out of orochimaru's hands.
did they? no. instead they decided the best choice would be to let a child take responsibility for his friend,and let sasuke wander away in search of orochimaru. as much as that was needed by the plot, realistically it was the worst choice that could be made.
naruto, at that point, had no authority with the village. in fact, up until the point where he stood in front of tsunade against pain, he truly had to power to make any actual decisions in the village, up until then, and even beyond, he still had to be babysat by yamato and kakashi. it was not until that point, when he himself proved how powerful he really was, that they actually started letting him make choices that would greatly effect the village and even then, they still treated him like a child(which he basically still was) and wasn't able to truly act 100% independently until he stood his ground against the Raikage himself.
so up until that point it was not his choice, and as for the reference you make about trying to kill kakashi, the fact is he did not attempt to kill kakashi until after to gokage summit, at which point he was backed up by zetsu and Obito as well, AND if you remember, Naruto DID get in the way. there was no way naruto or anybody was touching sasuke at that point with obito there. beyond that, the next time they met, on the battlefield and after naruto did exactly as you said he should, stopped sasuke in the middle of his shit and fought him to the very end of their limits.
what happened with hashirama would be like if sasuke currently, while naruto was hokage, decided to leave the village and destroy it now. naruto has an obligation to protect the village and its people over EVERYTHING else. up until that point, everything they've done is mirrored up tot he moment when madara tells hashirama to kill himself and hashi says he will. they make amends and become friends again.
How could anyone realistically beat Minato at full power
somebody else who may have a teleportation based attack?
Or realistically you can kill minato by creating a situation that demands his death VS the death of everybody else. he has a weak spot for family/the village. IE: what obito+the kyuubi ended up doing. gave him a choice between saving the village/his son vs his own life.
plus i also think sasuke could potentially be an issue if it was Fully power adult sasuke Vs Full power minato.
Sasuke has the EMS+Rinnegan So visually he could be able to keep up with minato similar to how obito did. Hes seen him in Open combat in the war and would be aware of some of his best techniques. FTG would still be an issue, but unlike anybody else who's fought minato, sasuke can also teleport.
it would still be a tough fight, but with PS/teleportation/rinnegan sasuke could probably pull a win.

ehh, i personally have these two switched personally.
I've always felt in terms of skill, hashirama is probably one of the single most skilled shinobi when alive, but i feel naruto has done far more then hashirama in his life time.
He saved gaara, both mentally/spiritually and literally saved him, forever cementing the relationship between their villages as long as either is alive.
he brought all the bijuu together and befriended them, something hashirama was NEVER able to do. something hashi never even considered to do to be honest. even hashi saw them as a bargaining chip between villages to secure power. he never considered that they could be friendly and used as a companion or as a friend. he, like madara and people before him, have just seen them as tools/monsters.
and naruto did what hashirama couldn't in terms of ending the feud between brothers. he did exactly like he promised, he brought sasuke back, without killing him and becoming friends again.
while hashi created the first ninja village, naruto actually accomplished hash's dream of make a truly peaceful shinobi world.

I just personally see what Hashirama did as bigger (establishing Konohagakure, ending the multiple generation open war between the Uchiha and Senju clans) on the whole, as he laid the foundation to what Naruto and by extension, every other Hokage did. I can see the argument for Naruto being superior though. It's really splitting hairs there

and I'm allowed to say that a bloodlusted OUT of character adult sasuke would easily compete and destroy him.
minato's biggest advantage is Speed, but what happens when he fights somebody who is relatively on par with speed, and can teleport WITHOUT a tag/kunai
AND who has the PS and other such OP abilities.
even with minato being faster what does he have to put sasuke down to begin with? what does he have that is going to take out a full formed PS? let alone when sasuke can match his teleports(and can teleport freely without a tag/mark/kunai) AND in base is roughly around the same speed to begin with.
minato's strongest move to use with FTG is his resengan, and the only resengan hes ever made that would be a threat to sasuke is the one he made in kurama mode with naruto. if we are talking about hokage minato, then hes not going to have half of kurama in him.
literally everything else is trivial. hes fast, but whats the very small speed advantage going to do against an opponent he cant even touch?

oh yea, personality wise minato was great, even facing the 9 tails in open combat, about to take a Biju-bomb to the face, he still keeps his cool and can crack a smile. i wish kishimoto would have made some side stories about characters like minato/ Bee and Ai when they were young, young jiraiya and such, like they did with kakashi in the anime.
it would be really cool to get to see more of minato like that.

father son tag team on obito for example, or jiraiya/minato tag team on pain ;) would be great.

@chair-sama: my answer is 2 fold sasukes best techniques are chakra drainers even when he had rinnegan he showed less reserves than minato did. IIRC minato was able to use flying thunder as many times as he wanted throughout a battle. Also sasuke had struggled mightily with opponents who out speed him he is not used to fighting someone who can keep up with him physically and out pace his sharigan as evidenced by his fight with B and A and even sage kabuto to a lesser extent. Minato speed isn't slightly better than all the others mentioned it is vastly superior and even Rinne-sasuke would be way outclassed in speed. No way I understand he has teleportation too but his kamui drains too much chakra for that to be an acceptable long term strategy for a battle with minato. Minato has nothing that could beat perfect Susanoo but sasuke couldn't tag Minato anyway making it a straight up battle of stamina. Minato would out last and ultimately prevail
