Final Fantasy 7 - Safer Sephiroth - Advent Children was probably closer to Powerhouse Level

If Sephiroth reached his full potential he would be close to a cosmic level character.

Nobody from Kingdom Hearts is touching Sephiroth

Tidus isn't touching Sephiroth

Kefka stands a chance, but even that's debatable.

Killer Croc gets destroyed.

The first time he beat Sephiroth was against a mentally exhausted Sephiroth who had already defeated a powerful foe, and was blindsided by a sword to the back, and even that didn't defeat him, he had to bleed out for like a half hour out of a wound that covered the majority of back, and even then Cloud BARELY was able to overpower him :P

I will debate Sephiroth against Thor any day of the weak, and I already debated Sephiroth against WBH, and only lost that match by a single vote. Doctor Strange is also heavily debatable. Wally West obviously would win, and Doreen Green is unbeatable, so there's no shame in that.

I think the Weapons (Emerald, Ruby, and Omega) might be more powerful. Possibly Minerva as well.

Cloud would be on the same level as Nero. And the only reason he's not above Nero is because Nero can solo dang near everybody but the people above him on the list, as well as most comic book and video game characters.

In fact, outside of the FF7 Universe, Nero would be strongest competitor. But as far as the most powerful within the universe:

Sephiroth, Vincent, and Weiss are the most enhanced and the greatest fighters. Aerith is something reminiscent of a goddess, but she's stuck within the lifestream, and can't really do much outside of it.

Honestly, I dunno how, but I forgot about Cloud.

Zack would be on the same level as Genesis I would say. But he's only there by sheer skill. His martial prowess is dang near unmatched. He's no more enhanced than an average member of SOLDIER, yet still made it to First Class, and still defeated Angeal and Genesis.

However, Genesis has become stronger since Crisis Core, so it's debatable who would win now.

I'm going with the guy who actually beat him ...

Warrior of Light and Sora were able to defeat him, Cloud seems to be the only able to kill him.

Sephiroth has defeated Zack and Firion, so we know that sometimes he doesn't hold back, or maybe he was just so far above them that Zack and Firion weren't enough of a threat even when he was holding back.

Wait no, Feral Chaos killed him as well, and killed pretty much every Final Fantasy hero and villain.
