Because Bizarro lacks the intelligence to use his strength to his full capacity, despite being stronger than Supes.

The reason i see "regular" Superman beating Savage Hulk is because while i see Hulk as stronger and more durable, Superman has way more tools available to him that will see him win a big majority. While i don't see versatility as a big factor most of the time, i do see it as a big factor when two are as closely matched as i see those two. If Superman decided to brawl with Hulk, he'd lose and probably badly while if he fought smartly, he'd take a very solid majority win (8-9/10). Bizarro, while stronger, would face the same fate.
