Yikes, this is tough.
At this point, Luke had surpassed Darth Vader in power, but not in knowledge.
ROTJ Vader was past his prime, according to current canon. I do believe Filloni stated that Rebels Vader is Vader in his prime. So, Luke will at this point have more raw power than Bane, but not anywhere close the experience. Luke being far stronger in the Force than Bane will be the only thing that can help him, here.
Lightsabers only, I'm going to give it to Luke, 7/10.
All out, I'm going to call it even. Bane's knowledge of the Force outclasses Luke, almost all the way up to GM Luke, and that will make a huge difference.
@bigsambino87: I mean... since both of these character's are legends only (at least these iterations of these characters) shouldn't we use the legends version of Vader's prime?

@emperor339: I suppose that true, but how much info on ROTJ Vader do we have to be able to properly scale ROTJ? Obviously, he's going to be more powerful by TTT, but we have to really be able to see where he was first, before we can see where he is at that point.
@bigsambino87: Hidalgo stated Vader is in his prime character-wise (a remorseless Jedi killer). His previous comments reinforce this. RotJ is Vader's prime as a Force user and a duelist.
Experience is irrelevant, since Luke was Vader's canonical equal in all aspects (I'd even argue superior in sabers) in RotJ, so unless Bane pulls of something Luke hasn't encountered before, that incarnation of Luke should triumph as well. If his power growth is consistent, TTT Luke will abolutely stomp this if he isn't jobbing.
