I'm assuming this is comic versions? In that case, I'm not sure. The governor in the comics is basically crippled most of the time, but the prose novels describe him as pretty beastly in strength, and pretty fast for a bigger guy. Kind of like Negan.
All in all, I think I'd give it to Negan. I don't think the Governor could have survived long at the point in the timeline that Negan shows up. The world, and most importantly, the people who inhabit it change a lot. Besides the people who just sit around behind walls all day, those who have survived have become a lot more dangerous and efficient at killing. I'm not even sure that the Governor would be any better then random nameless goons by the time Negan shows up in the book. It's looking to be that way for the TV show now too which I think is awesome.
@undeadslayer4: By feats, obviously the Gov, since he has them. By a guess based on the current story, the other Saviors, and at least a somewhat similar portrayal of the comic, I'd say Negan wins.
@undeadslayer4: I said Gov wins only if based solely off of feats, which I think would be a baseless opinion in this case, since Negan does not have any yet.
I'm sorry but how would Negan win? What can he do besides swing Lucile around? He has no h2h feats at all, Governor was capable of taking out over a dozen walkers by his bare hands, beat the crap out of Merle, and man handled Rick (yes i know rick was injured at the time but still)
