No his max is on Supermans level as is Kalibaks, but also take into consideration fighting skills

Does Kalibak get his Thunderbelt like in the picture? Is that what you mean by "most powerful state?"

If he has his thunderbelt, it multiplies his strength to the point Orion doesn't stand a chance against him. If not, then the strongest Grundy incarnation would overpower.
