I'd say Soldier 76 could take round 1, don't think he has the feats to compete in round 2 and, and Morrison could possibly round 3 depending on the resources he has access to.
Cap all rounds. 76 is an ordinary human with an energy rifle that can shoot pulse rockets, which is hardly impressive enough to take down Cap. He was blocking energy shots from the Chitauri as well without problems, and I feel he could tank the rockets blast with his shield or avoid them altogether.
Cassandra cain is an "ordinary human" too. That totally means MCU cap beats her aswell!
Cassandra Cain has a whole selection of comics to back up her physical attributes and feats. Her showings and abilities have been long since established. Also, you are ignoring that I had to specifically mention his rifle, as it is the ONLY method of offense he has. 76 has one 5 minute video, and gameplay. That's. It. We're told he was a soldier, but given no info about his training, or his capabilities. None. He has shown no extraordinary or spectacular displays of physicality that prove he'd be ANY match for Cap on ANY level, irregardless of his gun. Even with his aimbot, Cap is fast enough to react to his shots and rockets and avoid or block them all.
But by all means, please prove to me with 76's feats that he can hold his own.

@amendment50: Soldier 76 is a super soldier. He was a part of a program that enhanced the the attributes of many soldiers. Unfortunately the lore doesn't really dive that much into specifics of it.
@righteous300: No but 76 really doesn't have anything to make him comparable. Cap is stronger, more athletic, more skilled and has gear that directly counters 76's.
76's best durability feat so far is tanking a grenade but the blast clearly hurt. Captain America just has more feats strength,skill,and speed. His Shield will block all of 76's pulse rifle shots. However 76 does how a slim chance with his helix rockets if can hit the ground near Cap's feet, the explosion they produce is more than enough to take out Cap.

BUT Captain America can still block it will his shield if he can react fast enough. And is 76 fails to do (which is the likely out come) Cap will beat him with his superior stats and skills.
Sdier might not have as many feats. But he is a super soldier. His helix rockets will be a big asset. As well as his aim bot visor. He can one shot cap in the head.
R1: I haven't bought into MCU Cap being a bullet-timer by any means so this depends on the starting distance and the environment. Leaning slightly towards 76.
R2: Cap with ease. 76 may as well be a punching bag with limbs.
R3. Haven't seen overly impressive prep feats from either but I'd figure that it'd be reduced to who's the superior tactician, in which case I give to Cap as of right now.
And dear lord his Avengers costume was horrible. Only his Nomad and Shield attires are cool.
Literally any other overwatch character that's not 76 would beat Cap. Because they have the abilities in game and the showings to do so. There isn't a single thing Soldier 76 has that Cap couldn't match or surpass with his own skill and abilities.
