Shepard dominates, Training background is WAY more expansive. (N7 and S.P.E.C.T.E.R.), and is a super-soldier (genetic manipulation serums and cybernetic implants)In h2h Shepard toyed with someone well trained, twice his size, and shown in the expanded universe to acrobatically dodge gunfire (Vega)
In cut scenes, with single punches he's killed people clad head to toe in ballistic armor meant to stop rail guns.(arrival DLC) and staggered a giant shield-wielding multi toner again-with punches and slams.(Shadow Broker)There's a cut scene where he hits a turian so hard it flys across the room, and another one where he knocks two of the unconscious with kicks and punches to the body. (Afterlife VIP room) He's even nonchalantly snapped someone's spine (Miranda loyalty mission)
In the third game he disarms someone simply by slapping the gun with his forearm(Balak) shatters a sword with a backfist (Kai Leng) and is strong enough to grab someone by the back of the neck with one arm, and fling them over a wall and his shoulders (Citidale dlc sushi bar)
Shepard would literally kill the warden if they fought h2h. Let alone the fact that the warden can't actually hurt him. Shepard's been grabbed by the throat and slammed against walls by krogans (Grunt) and has even slammed his own head into one so hard that that it made the alien stagger.(Grunt loyalty mission)At the very end of the series he's shot with a reaper beam and survives, and on top of it all he's reacted to point blank bullets on more than one occasion (Gavin Archer, Wrex) He's that fast.
None of these are gameplay feats, it's all cannon.
I've said it before, a good point of reference for Shepard is MCU winter soldier in terms of what he can do. If someone couldn't beat MCU Bucky, they can't beat Shepard.
