How does Kratos classifies as a street level?

I mean its an AOE Bankai, coupled with a touch factor (that is the effect is the same if anyone touches her or is in the vicinity). Hard to handle.

How do they stomp round 2? Next you go on to state Deadpool can solo Rukia? No Rukia to put it simply put has tons of battle experience living over many dozens of hundreds of years(shinigami physiology), enhanced stats across the board(shinigami physiology), ghost magic(kido spells), ice powers(shikai and bankai), ability to walk on air, etc.... basically she's a solid tier above him. She'd probably blitz or at the very least not be present in her previous position before DP even started to teleport in her general direction...superspeed>teleportation.
