Rogue-storm vs Vulcan
"The same way he did it too Rachel and Scottthough he hasn't done it recently "Storm is (at the moment) more powerful than Rachel and Scott. According to canon (or the conclusion I reached from it) Rachel is not experienced enough to beat her. And Storm's being stronger than Cyclops is also quite obvious.

I think Storm would beat him in her normal form but even more so as Rogue-Storm. In that storyline, here power was compared to that of the Dark Phoenix, and if the combined forces of the X-men & Dr. Doom couldn't take her, then there is no way he could take her on in this form.
He would have a better chance as she is now but she also has a good chance of defeating him too, especially in space where her arsenal of abilities are much more powerful.
Vulcan did block the use of Rachel & Scott's powers by blocking the electrical impulses in their brains but I don't think that would work the same with Storm due to her control of electricity, and strength of will. If he went in to block her access to her abilities via the electrical impulses, what could he do to stop her from reactivating those electrical impulses (her powers are that advanced and we've seen the power of the electricity in her brain when dealing with powerful telepaths)? Besides, he has had plenty of other opportunities to do this to others ( Blackbolt, Polaris, Havok, etc.) who posed a major threat to him but he didn't so I don't think this is something that is typically within his abilities. Being that Storm is much more experienced than him with her abilities and the level of power she could summon while in space (she once summoned the energy of an entire gallactic core, created a hydrogen bomb, and lightning powerful enough to dissipate the form of Stardust) I think he would be overwhelmed, no matter how much energy he could absorb or manipulate.

Solar Winds, enhanced lightning that took out several ships with one shot, RADIATION, superb control over her powers and her own body.........I'm going for Storm :)
" I like how Rogue-Storm appeared for an issue and a half 30 years ago, and people think she's the wrath of God, or something. "lol.

Something like that.
Rogue-Storm wins easily, i even think Ororo with her normal powers has a chance to win too. As her powers rn't just to control the weather but all the elements there is.
There isn't a thing that she can't do, her powers has no limits. Proofs that she is even able to manipulate the molecules of her clother to change it.
Xoxo~::/Gossip~Guy!!!!!!........?????
Vulcan slaughters her with ease as he can shut her mind down or incinerate her with many different forms of energy.
