@irhp87: Possibly. However Goku only reached the levels he did under certain conditions. He had many intense battles, trained with Roshi, trained with Kami, trained with King Kai, and trained with 100x gravity. After all of that his power level was still only 90k in base.

I could see Tarble maybe getting to be around Ginyu level, but that still seems like a lot for someone like him who doesn't seem to like to fight.

Well, we don't know what Tarble has been through to get to his level. All we know is what the story presents us with. Some people think it was weird Cabba was equal to Vegeta, too. He's a young, peaceful Saiyan who comes from nowhere to match Vegeta who has probably been through more battles than Goku, trained with Whis, and under 500x gravity. All of this and some nice Saiyan kid comes from nowhere to equal him. At least Tarble, low class Saiyan as he was deemed, was still of royal blood. Putting him below Ginyu just won't make sense to me but I understand if others disagree.

I don't like Cabba being strong either, but he must of been the strongest saiyan that existed in universe 6 or Vados wouldn't of chose him. Also Cabba was a fighter, he just fought for piece.
