It would be Percy better feats and more experience in using his powers and his weapon. Showing his power on a constant bases un aided by his father most of the time. Where Jason needs help from his father so you can't really say it was under his own power
Percy due to feats and his much, much better skill with the blade. Plus being in the underworld, Percy could summon torrents of water from the many rivers in the underworld and douse Jason with them. And most of the river waters would probably incap or kill Jason through it.
