I think Kankuro has a chance, mostly due to use of poison.

Majority to Neji who should generally be able to see and block almost all projectile or poison cloud type attacks.

Neji speed blitz his balls off.

Neji's eyes make this a bad match up for kankuro.

Neji, and I'll say it, stomps.

This one, unlike the Temari fight, Neji wins.

The Byakugan is the worst thing for a puppet user to deal with. Neji can see the inner workings of Karasu at a glance and know what to expect, as well as see the chakra strings and trace them back to where Kankuro is hiding. Neji can also just... SEE Kankuro wherever he is.
