Without the PED, I would assume Rundas lacks Phazon corruption. As it was explicitly stated to enhance his abilities, those feats on Bryyo probably aren't applicable.
Still, he was durable enough to survive a shot from Dark Samus, despite another shot being able to bowl over Ghor, and his ice attacks have one-shotted pirate ATCs. I'm not sure if either's ice attacks would be extremely effective on the other, though thermal shock could potentially damage Mr. Freeze's suit or Rundas's flesh.
As for speed, Rundas's ice flying ability allowed him to catch up to Samus and Ridley while they battled down the shaft, even carrying Samus out in a reasonable time frame, considering the imminent approach of the Leviathan.
Rundas probably wins with better stats all around.
