Midnighter's abilities were designed by Bendix to give him an all encompassing advantage in close-combat and tactical scenarios. He is better described as a supersoldier than a superhero. He has enhanced strength, speed, senses, reflexes, immune system and various other enhancements.
His fiber-lined muscles increases his strength enabling him to dismember opponents with his bare hands and feet, generally eschewing the use of firearms. Midnighter's body has been altered to give him inhuman balance as well as faster nerve endings so he can react quicker than any human and many superhumans. Midnighter can move faster than the human (and even superhuman) eye in a quick speed burst, an effect perhaps created by his always possessing the element of surprise.
Midnighter also has many survival-oriented implants to keep him fighting in the worst of conditions. He can turn his pain receptors on and off so he can keep fighting when the pain would stop a normal man. The pain is not totally cut off though, so his healing factor is also very helpful. He's fought with, and healed from, a broken neck, broken limbs, holes through his chest, having his whole body set on fire, contracting various viruses (including AIDS), and other things. He can survive in anaerobic environments for short periods and possesses a secondary heart should in any case the first one is rendered unusable.
Midnighter's most famous ability is his power to predict how a battle will happen before it starts. His 'fight implants' include a 'combat computer' that allows him to run through a given combat situation millions of times in his mind, almost instantly covering nearly every possible result before the first punch is even thrown. He uses this information to predict the actions and or reactions of his foes, counteracting their moves almost before they even think to make them. According to Midnighter, his powers also work by letting him see the outcome of the battle he wants, and working backwards, following the right steps to get there.
Midnighter's powers can be neutralized under certain circumstances. Aside from telepathy, his combat advantage may be eliminated if his opponent does not initiate an attack. Because Midnighter's superhuman implants were all implemented by Henry Bendix, Team Achilles was once able to use a simple remote controlled switch to temporarily deactivate his powers upon accessing and making use of Bendix's secret files.

As a result of the experimental mutagenic process conducted on him by the Power Broker, John Walker has superhuman strength. His endurance is also heightened albeit to a lesser degree. His speed, agility, dexterity, reflexes, coordination, and balance are of the order of a superior Olympic athlete.
Aside from the above advantages, U.S. Agent is an exceptional hand-to-hand combatant trained in Captain America's own fighting style, by the Taskmaster. He is also a seasoned combat veteran with military combat experience in tactical and strategic planning and observations, special operations, and is highly proficient in the use of conventional firearms.
He is capable of using his shield for defensive purposes and as a weapon. He has great accuracy at throwing his shield and due to his superhuman strength, it is potentially a lethal weapon. He also uses an energy truncheon, that is capable of knocking out opponents. It can be also used as an energy laser, to cut objects.
At one point the Agent used wrist guards which produced an energy shield as well as energy blasts.

Even against deathstroke, guy who gave the JLA a run for there money! damn, he's good! who would you say would be a good sparring partner for him! taskmaster, prometheus?
Deathstroke is out of his depth with Spider-Man in a straight fight. Anyway, the outcome of Midnighter/Spider-Man is mixed, but I say Midnighter.

Really, I think deathstroke would eat spiderman alive! so what was the outcome?
He beats Wolverine (had a fight on the forum and he's also convincingly beat a similar character in comics) and he takes Deadpool too.
Wolverine would be a good fight! deadpool would be another one, there's virtually nothing he could do to physically harm them!

do you think he could take out a low level/rookie GL?
Yes, but not in a power vs power fight. He'd have to demoralize/distract/trick him (which he could do) and get him when his guard was down. It might look similar to when DS faced Hal (and Aquaman).
