Luffy probably loses round one due to Tao and possibly General Blue's TP working together, Android 8 might even be a problem but I doubt it. So Tao and Blue FTW.

Goku had already defeated Tao by the time he stormed the base, didn't he? So Luffy won't be facing him here. Strawhat stomps.

@nickzambuto: It's all the battles Goku had with anyone affiliated with the Red Ribbon Army. Basically put Luffy in Gokus shoes.

Pre-Timeskip Luffy would probably lose to Tao.

If it's Luffy just pre time-skip, then he's got this. Post time-skip and Luffy only uses his haki to knock everyone out.

The RRA would probably need to nuke Luffy. Because guns aren't doing jack.

I assumed it was just the scene where Goku raided their base, not including his separate fights with Tao and the like.
