In the beginning of Elfen Lied, Lucy's vectors were supersonic+ . And her range was 2 m. At the end of manga, her vectors were sub-relativistic+ (they reaches space in few seconds). And they were more than 100 miles wide. She was going to destroy the whole planet. Ichigo at soul society arc is nowhere near it. Not to forget Lucy's vectors are invisable and intangable .
Lucy wins in a landslide. Asuming we have Lucy at the end of the manga, her Vectors are long and strong enough to destroy the world. They also have the power of cell reconstruction (healing), Lucy destroys Ichigo.
