Lucifer on his own is a tad stupid though, he can warp everything into anything but he has no actual power to create or destroy. Like Mxy can wipe everything and rebuild it or warp it into a rubber duck. Lucifer can't do all that. Plus Mxy has better imagination and the power to literally step out of the place they're fighting in, lucifer has to stay in where they're fighting.

ToonForce is for characters like Bugs Bunny and the Mask. They're basically impossible to get rid of. Normal characters don't have it.

I used to think of him as multi universal at best, but with the evidence provided by clownprince, it seems that Mxy is at least multiversal, like the superman of imps.

Please show me better feats then existing outside of the comic books? Mxy in one of the scans provided they are shown to be so far outside of the comic book universe that he can visit ours, and then leave to some higher plane. Mxy is a meta character, most likely the most powerful of them all. Even the OOA was just a comic book writer....Mxy exists in a reality past even DCs GOD God reality. He can create and destroy the entire DC universe. If anything this is spite, Mxy could just leave the comic Lucifer is in, turn it into a sand which and eat it.

Either Spawn or Lucifer. Both of them receive their powers directly from an omnipotent deity (Lucifer being the Presence's son and Spawn merging with Man of Miracles). Either way, I don't see Mxy winning. People underestimate Spawn. He is nigh-omnipotent, not universal.
