Ming is a total badass but unless she can short circuit Cyborg, he can bring her down easy in lots of ways. she has really good agility and her water bending is fast and precise, but Victor has way more possible damage output and computer assisted guidance i think. should be a good fight, but Ming will probably be losing this one.
i haven't seen much of TT, so i don't know what Cyborg's feats against water and ice are... maybe he doesn't have enough resistance?
He's a multi-tonner (30 and up from what I remember) with sonic cannons for hands optional ones on his feet along with shoulder and chest missiles. His arms can detach to either sneak up on enemies or shoot them out as projectiles.

It was in a fight against Plasmus late into the series. Earlier on he overpowered Atlas who was strong enough to toss BB as a humpback whale without much trouble.
His strength fluctuated a lot (all the Titans' power levels did), but he should be able to break out of ice, if not with strength then with his sonic cannon, Ming Hua's only real chance to hurt him is to cut him at his weak points, but I'm not sure she could do that, plus she doesn't even know where they are
