Yes. However, I know the suit itself is completely bulletproof, but I don't think the custom painted hockey mask that is his mask is.
I'll play devil's advocate.
For one, "standard gear" limits Leon quite severely. Without explosives or higher firepower, he can't get through Deathstroke's body armor. Not only is it 100% completely bulletproof (as in Slade was literally standing still as Diggle unloaded on him at close range, then lazily told him "you're wasting your bullets") but it was even deflecting Oliver's arrows like nothing, which are stronger than bullets, can land kill shots through kevlar, pierce steel, and damage superhumans. So bottom line: Leon's weapons are all but useless weight, while Deathstroke's weapons are a big problem. Leon is a great bullet dodger, but Slade is a terrific marksman, and without any way to return fire, Leon will just be pinned behind cover the entire fight, sooner or later Slade should be able to shoot him. Even in the worst case scenario, where Leon manages to close the gap, he's still at a tremendous disadvantage. Deathstroke is:
Can a slight advantage in sheer skill and technique compensate for all these advantages? The TREMENDOUS difference in damage output between them? I don't think so. Logically Slade is packing too many advantages to lose.

Why would Slade make himself a bullet proof suit and consciously decide not to make the mask bullet proof? Presumably that's the whole reason his head-piece is bulky and looks like a hockey mask, as opposed to his original form-fitted mask on the island.

It just doesn't look bulletproof. I'll just assume it is. In that case, Slade.
If leon had better equipment he could have taken this but since he only has standard, Slade takes this.

He most definitely is. He can take groups of superhumans as canon fodder, while Oliver, Slade's superior, is barely able to survive against one superhuman.
Leon can definitely beat Deathstroke. If his guns are ineffective he'll just use his fists and feet, since Oliver didn't struggle to fight Slade through the armor after he was depowered, I don't think it will be a major factor. Leon is close enough in strength since he was able to wrestle with Chris, and he's definitely faster, plus way more skilled. Deathstroke is a good opponent, but I don't see him beating Leon.
Stroke seems stronger and he has a healing factor. He might be able to take this.
Ironically he has the least strength feats of all the named Mirakuru users. But according to common sense, he shouldn't actually be weaker than anyone else, but still I don't think his strength dwarfs Leon's or anything. Leon was strong enough to hold open the jaws of a giant mutant shark (the shark was like 15 feet long), while holding his breath underwater and being pulled at high speeds, with one arm while the other arm attacked the shark with a pipe. He was considered a rival for Chris's strength during their fight, and Chris is at least as strong as the strongest Mirakuru user, so Leon really shouldn't be too far off from Slade, if they get in a wrestling match it would be fairly even. However Leon is way faster, and he's way more agile. More importantly, he knows how to use his agility in a fight. I've seen the term avoidance master used on this forum in reference to guys like Daredevil, and I think Leon deserves that monicker too. For a guy that is constantly fighting people way faster than him, it's impressive when you consider he rarely gets hurt. Plus Leon is definitely a way better fighter, like mentioned above superhumans are canon fodder to him, Solomon Grundy wouldn't even be a big deal, but top tier Arrow fighters have trouble with superhumans.

I don't think the armor will be a major factor, Ollie didn't struggle to injure Slade through it when they fought, and Leon isn't weaker than Ollie. Deathstroke's healing factor is good but not a game changer, almost all enemies in Resident Evil have healing factors, and Slade has been knocked out before like when Ollie hit him with an explosive arrow, and he was also dazed and severely injured when a couple tons of steel fell on him in the ship. I think Leon can replicate that damage output eventually. Also it's possible for Leon to either rip or cut Deathstroke's mask off using his knife, than he'll be vulnerable to a headshot, that's another way he can win.

Deathstroke wasn't agile at all. He was fast, but not in any way flexible, or acrobatic. What show are you watching?

Going to back Leon. Multiple headshots should do the trick.
