I really dont think even The Darkness power at night would compare to what Jack could be capable of on the planet Coruscant... Jack would basically be in control of everything there... he could make a Supreme City Suit that could wipe even The Darkness out...
In about a month I should be able to tell you (more specifically than just "he'd be a god", which I think is accurate enough) what Jack on Coruscant could do. Last issue of his mini he'll be fighting an actual God of Cities (who comes from a time when the entire Earth, even underwater, is a single city) so it should shed some light on what Jack could do in this situation.
