Riku blitzes and one shots. I am going to be extremely generous to Itachi here and lowball Riku by a blasphemous amount. Riku directly scales in speed to the Gummi Ship, which is able to travel between worlds (which even lowballing the distance are in different solar systems, as other worlds and whatever Sun those worlds have are not visible while on another world) in minutes. We know he and sora directly scale to this as in the final battle of KH2, they fight the various nobodies that normally engage the Gummi Ship as it's flying between worlds. It's consistent as well as Ventus with his keyblade glider fought a large unversed (the same unversed flew past him while he was travelling between worlds, thus making it comparable in speed), and later fought the same unversed on the ground. Sora can also reach to the lingering will literally charging at him with his Keyblade Glider. So Riku is consistently FTL, I'll get into specific numbers if anyone wants to try to prove Itachi is even light speed.
Now in terms of Attack Potency, Riku directly scales to Xemnas, who is immensely stronger than Zues, whom can casually rearrange hundreds of stars into constellations at the end of KH2. Lowballing even further, even lesser heartless are capable of destroying the Disney Worlds, almost all of which are some variation of Earth, some being much larger. We know the heartless actually destroy the mass of these worlds as in KH1, when Sora travels to the End of the World, we see all that's left of the worlds destroyed by heartless are a few floating rocks.
So, Riku is at least Planetary and FTL, I don't need anything more to prove he blitzes and one shots Itachi, especially in the bloodlusted fight.
