Unless he's running with the same amps (emotional and the Deadseed) he had when he went Iceage....then he still needs arms to reform his body and can be incapacitated by powerful blows.

He was, in that story arc. At full potential, with Apocalypse's power source having amped him and suffering a mental breakdown. Yes. But since then he's been dropped, held back and put down by less powerful threats then he was withstanding. It was special circumstances, which need to be specified in this battle otherwise he just gets punched in the face really hard before he's on guard and goes down.

Iceman has never had an apocalypse amp unless you mean he gets the celestial armor ? as a bloodlusted Iceman will ice nuke the planet in vapor form with absolute zero. Still i can't see either side gaining a win.

What stops Wally from speed-stealing whole planet? He did that before IIRC.

From what I understand, he stole the speed of the inhabitants of a planet, not the actual planet itself.

He stole the speed of Earth's population in Human Race.

He stole the speed of Earth in a JLA story to stop to Earth rotating while Hal Jordan, Superman and Wonder Woman were moving Earth.

Stalemate, if anything. Speedsters can try, but Iceman will not be put down. And Iceman can try, but he is not putting down the speedsters.
