Balder would have a hard time as it is. Why is it that he must "kill" Iceman twice. And how is he going to kill Iceman when we have not seen that actually take place. o.OOk ill edit that. He must shatter him twice to win. Iceman has been shown to reform but after reforming he is extremely weak so could he win?
Iceman isn't weak after shattering. The only time he was "weak" was when he was flash-fried by a super-powered Aurora+Northstar, and it's because he had to literally scrape together from the water molecules of a living person. Plus that was largely bad writing in general. As a bunch of chunks of ice, Iceman could reform instantly.
That said, Balder isn't going to shatter him. Not easily. Iceman can literally fortify himself 100s of times over and become huge/strong/dense. While he's doing that, he can easily be flash-freezing Balder, or incapacitating him, or killing him by a bunch of other means.

Balder is the god of light and has melted the entire fortress of Utgard-Lok which was quite massive. Use that ability combined with his martial arts and skills and he can shatter / melt iceman twice

As a Asgardian he has the ability to move faster than Iceman would be able to keep up with.
One of the main (and most common) points that will be used for Iceman will be that Iceman will be able to "freeze his blood". But Iceman has never been seen using that ability against an opponent that has a degree of invulnerability.
I have only seen him do this twice I believe to ordinary human beings.
An advantage that Iceman has is that he is able to augment his physical abilities such as strength and durability when he adds to his ice form.
Starting one mile apart is a very wide range. But it could possibly give Balder the advantage he needs to attack at a point that Iceman is not focusing on. But he has the ability to use a type of "thermal vision" as he could see where the absence of heat is he could detect around where Balder is.
An advantage that Balder has is his ability to emit heat and light. He could possibly blind Iceman temporarily. "But Icemans eyes are made of Ice!" Well Iceman's body is made up of ORGANIC ice. He can still tire while he is in this form as he cannot manipulate ice for an unlimited amount of time. Iceman has also been seeing experiencing pain and becoming fatigued in his Ice form. It logical to believe that his eyes could be temporarily damaged until he would consciously repair them.

The thing is that light still requires energy to hurt Iceman, and all Balder can do is GENERATE it... but Iceman has total control of that energy and can literally sap it. That's actually how Iceman freezes things. He doesn't "apply cold", he literally drains the energy that produces heat, etc.

He decreases water vapor in his immediate enviroment.
Balder has taken on several Frost Giants who can also manipulate water and ice. And has taken on Ultgard-Loki who was quite powerful

Balder is awfully tough. He is a considerable step above the Warriors Three physically and they can fall out of planes and off skyscrapers with minimal damage and has an Asgardian healing factor. Add in the whole God of Light, which implies considerable heat, and I think Balder can take Iceman.

baldr. he battles frost giants for a living.
Iceman was beating Rulk a feat Balder will never have nor come close to as Balder is a low grade God compared to Thor his blade may be what can help him win ,Iceman is just to much he has more means to deal with balder than the other way around .
