Rogue only has her power-stealing abilities at present. She is therefor nowhere near Ms. Marvel's level. Silver Surfer would absolutely destroy Ms. Marvel.
Even when Rogue had Ms. Marvel's powers she didn't have the energy absorption and protection Carol has. She's also gotten stronger and more durable since then I believe and can switch into her Binary mode (not sure what triggers the switch so reliability is a problem). So not only is "Ms. Marvel is = to Rouge" incorrect because of Rogue's current powers, it would be wrong even if she were the classic, strong Rogue.
