Raskta was arguably a better duelist than Darth Bane. Bane survived the battle on Tython thanks to his armor. There's no way he would have survived, otherwise.
Grievous vs Kenobi, the ROTS fight, was over rather quickly, with Kenobi easily disarming the cyborg. Plus, Grievous does not have the Force, and as such, has no defense against TK.
I'm going with the Force user here. Raskta takes it.
@bigsambino87: Lightsaber only
I was thinking the same, though several have claimed that Raskta is on the same level as Grievous in terms of swordsmanship; in other words, I made this thread to prove that I'm not losing my sanity.
Raskta Lsu was adept at Jar'Kai, and able to switch styles very quickly, almost instantly. Now this description of Lsu's battle prowess is from a Jedi Knight, so maybe it is a bit inflated. Even so, I feel certain that Tsu could last until the mid duel. We have seen Grevious battle a Jar'Kai user, Asajj Ventress. In his duel with Ventress, Ventress was able to counter Grevious's strength and get under his guard, eventually cutting him across the arm. Both were Makashi users, and both relied on their anger to fuel the power strikes that Makashi lacks. Raskta Lsu is the Jedi Weapons Master, hence she was required to know more than 1 lightsaber form, if not all of them. I am going to go out on a limb to try and find Raskta's lightsaber form, but I will have facts to support my conjectures. Jar'Kai, while ferocious and fast, lacks power strikes. I feel Raskta would know this, because as I stated before, she is the Jedi Weapons Master and would have a high level of knowledge and experience with lightsabers. I think that she would use Form V, as it uses power strikes and is a strength based form. Form V would most probably enhance Tsu's dueling to the point where she would be able to keep up with Djem So users such as Ahsoka Tano and Saesee Tin. Now, here is where my conjecture is. I think Tsu would be able to use Jar'Kai and Djem So to the point where they would overcome Grevious's strength and defense. It remains to be seen whether Grevious would try to crawl away and engage Tsu in another area, but I doubt it, as Tsu would have the sense to see that Grevious needed to be finished off, and not allowed to be escaped.
If Raskta didn't have BM, I'd give it to the good general, but since she's BM amped here she definitely takes it.

@emperordmb: "Definitely" takes it?

She's considerably faster than Grievous when amped by BM since his maximum striking speed is 20 strikes per second and she could land half a dozen blows in less time than it took ROT Bane to cross a distance less than two meters while he was running fast enough to blitz an unamped Farfalla (one of the Jedi's champions and one of the seven most powerful Jedi lords), which is considerably faster than 20 strikes per second.
