Gonna go with Bilbo. He seemed able to hold his own a lot better whereas Frodo always needed help. Bilbo took on that Goblin and basically won even though he had no prior experience with weapons.
While Bilbo started off quite cowardly and gentle, he became very brave and managed to slay a Warg rider when he protected Thorin, Frodo was a weak and showed no combat skill, i dont know if he even killled anything, Bilbo has the stones for this fight so he takes it!
Frodo is a baby.
Bilbo murdered all those spiders & pick-pocketed the trolls.
Frodo would've wet his pants if he just looked at the spiders.

Bilbo is more the adventurer type than frodo.. He is experienced, and probably a bit more toughened up. Not to mention Bilbo had loads of journeys to write about.Frodo had only one (But maybe more epic). Only thing frodo has over bilbo is that he resisted the ring far better than Bilbo. But that's not going to help him in a battle.. Bilbo both rounds. movie maybe a closer fight..
Frodo didnt defeat anything, and i mean anything, he was weak and his only purpose was to carry the ring, watch the films he did litreally nothing.
In their prime?
Bilbo.
Frodo pretty much gets trounced throughout the books, in fact, I would argue he has next to zero combat feats other than tanking hits with his mithril chainmail, and getting stomped on by Shelob while Sam saves his sorry but. I think Sam would be a better fight for Bilbo.
Whereas Bilbo was actually thrown into combat and learned to use his weapon. However, he did get clunked in the head during the biggest battle of the book.

Bilbo both rounds, Frodo is virtually useless and would have died before he got out of the shire if not for Sam.
Bilbo. Frodo was more of a crybaby who's friends always bailed him out. Bilbo twice single handedly saved his crew from death.
Frodo saved the other Hobbits in the Barrow Downs, "perhaps the most dangerous moment of all" in the words of Gandalf. And a character that accepts the task of taking the One Ring to the very heart of Mordor (and succeeds, thanks, in great part to the help of Sam, of course) is hardly a crybaby. Bilbo's journey to Erebor was a walk in the park compared to what Frodo did.

Bilbo from the books wins as he fought in the battle of 5 armis and held his own and fought against numerous opponents and managed to hold his own while Frodo never actually fought anyone in the books.
Bilbo would also win in the films as he has shown to have beaten a goblin warrior H2H with no prior experience and then shown to wiled Sting well against both Spiders and Goblins and he has also been shown to be extremely accurate. LOTR Frodo vs LOTR Bilbo Frodo would win due to Bilbo's extreme old age.
Final Analysis
Hobbit Movie Bilbo > LOTR Movie Frodo.
Hobbit Book Bilbo > LOTR Book Frodo.
LOTR Movie Frodo > LOTR Movie Bilbo.
Please be more specific with the versions next time sir.

I always thought him getting clunked in the head while invisible by a random stone and waking up after the battle was the biggest cop out.

@metaljimmor: Knit picking details. My point is in the books he thought both orcs spiders and trolls and managed to survive and even do well against a majority of his opponents while Frodo's feats encompass being carried by Sam to Mount Doom and not even using his sword when they returned to drive the ruffians from the Shire. Bilbo wins or do you want to contest that?
@leito: He cried in every movie. Waaa Waaa why me. I should have never left the shire Waaa Waaa. If not for Sam toughening up his man nuggets he would have quit. If you go in a quite room and listen you can hear Frodo's tears even now.
He did have his moments though but Bilbo takes it.
I give much more credit to the books than to the movies and Peter Jackson's ideas of the characters. Sam is completely unconscious of the dangers and the magnitude of the task Frodo has to accomplish, he is the happy-go-lucky kind of character. Frodo is the one who actually has the balls, knowing of the difficulty of the task, carrying the One Ring, resisting its corruption and after being wounded several times, to keep on marching towards Mount Doom.

That isn't nit picking. You said he fought in the Battle of Five Armies. He did not. You were incorrect and I corrected you.
I do think Bilbo wins. I'm just saying he didn't fight in the battle because he was unconscious for it.
It really was. I was honestly mad when I got to that part the first time. Here we are with this huge build up, this amazing description of forces readying for battle. Gandalf seems like he's about to whip out some truly spectacular magic. Then all of a sudden it fades to black.
If Peter Jackson does that for his next Hobbit film there will be soooo many angry viewers.
