I'd give it to Xesh.

He has displayed a lot of impressive force abilities and Xesh's arrival on Tython caused a powerful Force storm that began to sweep across the planet. His presence alone has feats. His skill with a forcesaber is great and I'd say he could best Malak in either aspects of combat whether it's lightsaber/forcesaber dueling or using the force.

Xesh stomp. SO many more feats than Malak to put him ahead! XESH POWERED A SHIP WITH LIGHTNING!!!!!!!!!
