A jobbing CW Firestorm will definitely stop at 1. A competent, all out Firestorm? I say he stops at Tony.

With PIS, he could stop just about anywhere.

A fully competant Firestorm could honestly clear.

Standard Firestorm probably stops at Iron Man or Hulk.
