Composite Silver Surfer vs Composite Captain Atom

I don't know much about them, it seems like their are equal for me. So I want to know who is stronger.
edit : without extra item, just pure their own power.

Composite Atom would stack his N52 and Monarch feats which would be well above Surfer. So he'd be more powerful

Surfer once had the IG. He wins.

Surfer also had the power of the Shaper of Worlds as well as the quantum bands

i think tc means them at their highest powerlevel with no assistance from anyone or anything.

so no infinity gauntlet, no cosmic cube, no galactus support( merdging) just them at their personal full power.

In that scenerio full powered captain atom is clearly more powerful than full powered surfer

can you give some feats that CA is stronger than SS, cz I see SS cosmic power is very powerful too, just like CA Quantum Field. Yeah when I mean no extra item I mean only their personal power without any interruption from outside.
I want to add Dr Manhattan cz they looks like same model but I think Dr. M is nothing compared to SS and CA feats.

Monarch from what I've heard should be enough. +New52 would be overkill if I understand it

Captain Atom is completely separate from Dr. Manhattan.. they're not the same.
