You are the newly appointed Commissioner of the Gotham City Police Department and your first order of business is to bring down the Batman! After discovering his identity, you've raided his Batcave, arrested the other members of the Batfamily and now have him on the run. It's up to you to devise a plan to bring him in, dead or alive! You catch wind of the fact that Bruce will soon be visiting the site of his parents' murder and will prepare to ambush him.
Setting: Batman starts off in Crime Alley at midnight
Rules
- Bruce is caught off guard by your ambush and has no prep
- He has no backup, vehicles or safehouses in Gotham and only his suit and gear with him on his belt (grapple gun, batarangs, smoke pellets etc)
- Bruce has morals on
- You will not participate in the battle itself, but will just be commanding your forces
- Assume it is more favorable to catch him alive
- This Pre-New 52 Batman
- You have 1 day prep
You have at your disposal:
- 30 standard police officers (all of which are armed with pistols and batons)
- 4 police snipers
- 2 SWAT teams (along with 2 SWAT vans)
- 10 Riot control agents (armed with tear gas grenade launchers and riot shields, one member also has a flashbang grenade)
I have the two copters fly near him, with spot lights searching the opposite direction as him. He should think he's pretty well hidden.
A sniper shoots him in the leg, because of the loud copter, he shouldn't hear the gunshot or have any chance of dodging. Plus the choppers keep him distracted.
Then some flash bangs get thrown in his direction, blinding, stunning, and deafening him. A tear gas grenade gets thrown at him at the same time, and the Riot control agents swarm him with their gas masks, shields, etc.

Choppers aren't close enough for him to do that, I even stated they were near him, but flying opposite of him, and they are in Gotham, which means...you know...tall buildings, so he ain't grappling or bataranging anything.
Batman's lenses would allow him to see your sniper and the choppers wouldn't distract him. If they aren't a direct threat then he would ignore them and concentrate on finding more local threats.
The Police simply do not have the equipment or training to take him down.
@Floopay: He could use a few smoke pellets to not get sniped, then grapple his way to the top and grapple on the heli
The OP states I have the element of surprise, he has no idea there is a sniper there, so why would he smoke pellet? Batman doesn't walk around in a perpetual state of having fog-machine levels of smoke pouring around him.
My Plan: Tel the 2 plans to kamakkazie themselves directly at Batman, then get everybody else to shoot and throw bombs in the flames. Then I tell the S.W.A.T. team to drive the vans over the flames and let them explode, Then all the normal police will steal street cars and drive them into the flame. Next I tell everybody to take off there cloths and put them in the fire, to fuel it. And last i have the remaining members steel some gas from the nearest gas station steal all there gas to make bomb vest and run into the flame.

@ComicStooge: Then the helis could go upwards and anyys the explosion would still hit him and send him flying ( to be sniped and blown up multiple times )

Have the snipers set up a cross-fire, put the spotlights on the tombstone, shoot him in the legs and arms. Have the SWAT officers hiding in trees, freshly dug graves, whatever, have them gas the entire area around him, mission accomplished.
Tossing a knife at a helicopter and downed it, tossed a ski rod at a mini heli and downed it, ricochet a batarang off of several surfaces to hit an opponent in the back

I'm not convinced this is winnable. Sniping Bruce seems like the best plan, but best case you put one bullet in each leg before he reacts with a smoke pellet or something. After that he's gone.

I'd set up the 2 snipers on the rooftops at the entrance and end of crime alley. They would set up a firing zone on the alley and hold until an order is given. Then 10 riot control agents would be waiting in the buildings on either side of the alley using their riot shields to bar entry to the indoors. I'd put my two swat teams on the roofs of the buildings the swat team are in as a counter measure against Batman grappling away. 10 police officers would be divided even onto the sniper positions to guard against Batman grappling up to them. The last twenty would wait on my mark at either side of the alley's entrance to barricade the way to keep Batman from escaping to the streets.
The riot officer with the flashbang would throw it into the alley stunning Batman. If he's successfully stunned the police can apprehend him peacefully. If he dodges then the snipers will be tasked with incapacitating him while the swat teams open fire from above. All the standard police will barricade Batman from exiting the alley while the choppers keep lights on him.
@Park: Nope, Batman will disappear on all of you, down your helis, and leave. People Like Martian Manhunter, Jay Garrick and Superman got ghosted on in tighter spaces, how are a bunch of cops gonna do any better?

The 30 standard police officers (all of which are armed with pistols and batons) are ready and waiting inside the theater. They will rush Batman on my signal. The 4 police snipers are positioned on both sides of the alley above the spot where Bruce's parents died. Surprise number 1, one of the snipers is actually Deadshot. If he takes down Bats, his criminal file is erased. The 2 SWAT teams are each positioned in the buildings alongside the spot where Bruce's parents died. Surprise 2 and 3; One Swat team is lead by Bane, the other by Deathstroke. Again their criminal records will be wiped clean if Bat's is defeated. The 2 SWAT vans will cut cut off each end of the alley once the two SWAT teams attack Bats. The 10 Riot control agents are positioned on the third floor of each building surrounding Bruce. Surprise 4 one of the agents is actually Jonathan Crane, and his fear toxin (stronger and more powerful then ever before) is actually used in the tear gas canisters. The 2 police helicopters will fly over crime alley once the fear gas is launched, but high enough up, so as not to disperse the gas. The flood lights from the copters will be used in flashing patterns, to distract and disorient Bat's as the fear toxin takes effect. Once the copters distract Bat's,Deadshot and the other snipers will open fire on Bats. As they open fire Bane and Deathstroke will lead their teams in on Bat's. As they move in the police officers will rush Bat's as well. Bat's gets F'ed up, and ends up in a police van, with extra shackles, plus Bane and Deathstroke as guards. Batman finally goes to jail!
