Magneto has deflected the blasts of two tactical nukes (at once), so for BB to get through his shielding, he would have to be willing to take a chunk out of the planet. While he's deciding that, Magneto (with his superior reaction time) has multiple attacks he can use, including direct assaults against BB's body, such as manipulating the iron in his blood or ripping him in half such as he did the two member of the Neo in Eve of destruction.

And that's leaving aside that Magneto the fact that Magneto just started playing around with space-time by creating traversable wormholes.

I think Black Bolt power prove too much for even Magneto. His mereest whisper can tear down mountains and all. The n there is his strength. Magento is one of the few that could battle him an have a chance but I will go for Black Bolt for the win.
