No he isn't. Cole is more versatile, defeated stronger opponents, has more power output. And Evil Cole became the Beast. The strongest Conduit ever. At base in the beginning of inFamous 2 he was able to harm the beast for a short while. Cole is superior to Delsin in everyway minus being as flashy....or annoying.

@kingmark14: More powers does not= more powerful. He still KO the beast PRE-Amp...The same beast that ate a nuke later on. It wouldn't matter if he absorbed Cole's powers because he would need a blast shard to use them. If I were using Evil Cole he could just bio leech Delsin the minute he got him down. Or Arc Restrain him and beat him to a pulp.

@darthaznable: Cole doesn't require blast shards to use his powers. They only upgrade them.
