Batman throws an explosive batarang between the table to stagger Cap's kong-fu grip - then proceeds to use his martial arts skills to try and wiggle out a win against Cap. Then with a quick grab from the utility belt for some knock-out gas proceeds to outlast Cap holding his breath for a win,

The weights Cap was using were automated, the amount of weight presented on that side represents the total, and you can either raise or lower it at the press of a button.
Batman was using real weights.

Cap is stronger, so he should win; but Batman is the better tactician. He'd be better with things like locking his arm, and isn't too far from cap in strength. Batman benches at least 1000 lbs (Batman 655), while on this page there's a scan of Cap at 1100.
Since the strength is so close and Batman's the better Tactician (but not infinitely better), I'd say they probably stalemate. Both going at it for so long that trouble interrupts them and they decide to call it a tie.

It seems you know nothing about arm wrestle... I read what others wrote, cap is around twice, or less than twice as strong as batman. If they didn't wrong, then batman could win... believe or not.
