OP fails to clarify WHICH Dynamo, so I'll use Dynamo Classic.
Vanko is ultimately just a guy in a metal suit. So it really comes down to:
Can adamantium cut him out of it?
X-23 written properly and in-character (in other words, the Blob fight from All-New X-Men is a useless reference, as it relies entirely on PIS by Hopeless) isn't a brawler. She's a strategist, and wouldn't play to Dynamo's strengths by hitting him head on. X-23 would instead utilize the terrain to her advantage and avoid engaging him directly. This is facilitated by the location and the fact that they start at a distance and with no line of sight, making cover available to her at the outset. Her heightened senses would allow her to track him (no indication that his armor can mask his scent. And even if it did, she could just track the armor instead) and gauge his position, and there's no indication that the Dynamo's armor has advanced detection systems like the Iron Man armor to enable him to counter her.
While Dynamo WILL hit harder, she'll be faster and more agile. She's also FAR better-trained in hand-to-hand combat, and was raised from birth as a killer (Matthew Risman speculated that it makes her an even better killer than Logan).
At this point, her fight with Lady Deathstrike is a far more useful basis for comparison than an OOC encounter with Blob. She used the opening round to analyze her fighting style. More importantly, X was able to quickly identify key weak points in Deathstrike's cybernetics that would allow her to disable Yuriko. Her plan at that point was to allow Deathstrike to land some hits to lure her into range, at which point X-23 struck a crippling blow, and tear Deathstrike to shreds. Now, she can't afford to do that with the Dynamo armor, but as noted above, ALL Dynamo has is raw power on his side. She can make use of her speed and agility to avoid his attacks.
So remembering the conditions in the OP, this is how the fight will play out:
X-23 willl keep moving, using the terrain as cover to her advantage, and tracking him with her senses. She'll analyze his armor from a distance, and avoid a direct head-to-head slugging match where he has the advantage. Instead, she'll set up ambush points where she can hit him from cover, blindsiding him and taking him by surprise to make quick attacks at the vulnerable points of his armor (for example the gaps and joints where it articulates), particularly if she can knock out its power or computer systems. After each attack she'll withdraw back under cover, luring him into another position from which she can ambush him. Piece by piece she'll pick him apart.
(For the record, the books themselves establish that adamantium can INDEED cut through the armor; Logan has cut out the Dynamo's power systems in the past. And powered armor without the power is as mobile as a Chevy up on cinder blocks).
