And guys how about Marquis of death he's so awesome I think him and Franklin almaot stalemate, he traveled the multiverse and he wiped out all the universes he came across ! Also he can create entities to fight stronger than Galactus
I think they have different subsets of powers. For example Jim seemed to have dominance in his area, Franklin did not. Nobody really opposed Jim where he was, others opposed Franklin. I circle back to my Authority argument, come in my house and you play by my rules. If I leave my house, I play by your rules. Jim's "House" per say was smaller than Franklin's, who is more like the rich guy who owns the entire street. But, once that rich guy goes into that one house, he has to abide by that house's rules. Jim played with those rules as he pleased. Franklin did not, physics and the universe itself was still normalized around him and his reality warping was different than Jim's. MoD is just a raw destructive force and it's power is more like Franklins. I do not think either of them can actually warp reality, space and time like Jim can. But, I think both Franklin and MoD's destructive power exceeds Jim's for the moment. Jim showcased the need for some time to do what he wants, he is also an idiot who doesn't have the cosmic knowledge at all. Jim never really tried to go outside of his house, so to speak. When he did in that omniverse scan, he seems to be able to feel and sense and affect a much larger area.
Basically, Jim's feats are inside of his house. Franklin's and MoD's were running around the block. Jim stepped outside one day and a scan implied he was actually the owner of the entire city, but didn't care or need to go beyond his home and comfort zone. I hope that makes sense, that is how I've always seen it.
