Soren Claus was in a police transport vehicle with two other criminals during a freak lightning storm. The storms are hitting cities across the country and when they hit, people are embued with superpowers. Soren is deformed or rather granted the ability to morph his arms and hands into giant sharp claws. Soren leads the others into the street to wreak havoc on the civilians and show off their new abilities. The abilities themselves seem to have a bit of control over their minds compelling them to unleash their natural criminal behavior even more so than normal.
Soren's normal behavior even before the super powers, is blatantly crazy.
