    Appears in the 2000AD and Megazine world of Judge Dredd.

    Crime lord who tried to take over Mega-City One by programming all of the Judges lawgivers to self-destruct. What remained of the Judge force was drived underground.

    Judge Dredd leads a team against Narcos (who having conquered the city finds himself unable to run it) and executes him, taking the city back in the process.
