    His remains fished out of Long Island Sound by young Terry Watson (following events in ADVENTURE COMICS vol. 1 #451), Starro slowly regains his former stature and powers. Transported to a Central Park lake by a mind-controlled Terry and his family, the starfish villain has an accidental encounter with Red Tornado and Wonder Woman, which alerts the other JLA heroes to his presence. In the subsequent battle, Starro is able to create dozens of small duplicates of himself that attach themselves to his victims, including Superman, Wonder Woman, Green Lantern, Red Tornado, Black Canary and Firestorm, putting them under his control. By the time the remaining Justice League members and the U.S. Navy arrive on the scene, the entire island of Manhattan is under Starro’s mental sway.

    Aboard the satellite headquarters of the Justice League of America, the Black Canary oversees gymnastics training for Firestorm, the Nuclear Man. The Black Canary catches Firestorm, the Nuclear Man, cheating his way though the obstacle course. When Firestorm, the Nuclear Man, declares that the course is too hard for anyone, the Black Canary shames him, by telling him that she does it every day. Terry Watson sneaks out of his house, to go fishing. Watson lands a piece of Starro, the Starfish Conqueror. Watson is mentally enslaved by Starro, the Starfish Conqueror. Wartson returns home, with Starro, the Starfish Conqueror, in a box.

    Watson's father, Ward, begins reprimanding Watson for his disobedience. Upon opening the box, Ward is enslaved by Starro, the Starfish Conqueror. Watson's mother, Donna, suffers the same fate. A month passes. The Red Tornado invites Wonder Woman on a picnic, with Kathy Sutton, and Traya. While the Red Tornado plays with Traya, Sutton discusses the Red Tornado with Wonder Woman. The Amazon Princess comes to understand that Sutton, and Traya, provide the Red Tornado with purpose. The Watsons surreptitiously place Starro, the Starfish Conqueror, in the lake. Starro, the Starfish Conqueror, attacks a young couple, boating on the lake.

    The Red Tornado hurls Wonder Woman at Starro, the Starfish Conqueror. Wonder Woman is rendered unconscious, when she forcefully comes into contact with a force field. The Red Tornado uses his vortex power to reveal Starro, the Starfish Conqueror. Starro, the Starfish Conqueror, strikes down the Red Tornado. Starro, the Starfish Conqueror, mentally enslaves all the civilians lounging around the lake, including Sutton, and Traya. Starro, the Starfish Conqueror reveals how it survived it's first conflict with the Justice League of America, and subsequent battle against Aquaman. At the Fortress of Solitude, Superman tests the power limits of the Green Lantern's power ring.

    Superman's Kryptonian technology is unable to determine the exact limitations of the power ring. A Justice League of America distress signal is triggered in the Fortress of Solitude. The Green Lantern, and Superman, journey to the satellite headquarters of the Justice League of America. There they find the Black Canary, and Firestorm, the Nuclear Man, tending to the Red Tornado, and Wonder Woman. Starro, the Starfish Conqueror, blacks out all communications across the planet. Starro, the Starfish Conqueror, mentally enslaves the populace of the city of New York, establishing a beachhead on the Empire State Building.

    The Justice League of America confront Starro, the Starfish Conqueror. Starro, the Starfish Conqueror, showers the city of New York, with replicas of itself. One of these smaller starfish attaches itself to the face of Firestorm, the Nuclear Man. Firestorm, the Nuclear Man, goes berserk, trying to dislodge the starfish from his face. In his panic, Firestorm, the Nuclear Man, accidentally strikes down Wonder Woman. The Green Lantern attempts to stop the spread of the starfish. A starfish attaches itself to the Green Lantern's head. The Red Tornado is able to use the power of his vortices to dislodge the starfish, before it can fully attach itself to the Green Lantern.

    Despite these efforts, the Green Lantern, and the Red Tornado, are overwhelmed by the starfish. Superman attacks Starro, the Starfish Conqueror, with his heat vision, to no avail. The Black Canary attacks Starro, the Starfish Conqueror, with her sonic scream. Starro, the Starfish Conqueror, feigns weakness to draw Superman in, then strikes the Man Of Steel down. The Black Canary fights defensively in an effort to escape, only to be cornered by the Green Lantern, the Red Tornado, and Wonder Woman, all now slaves of Starro, the Starfish Conqueror. The Black Canary, and Superman, are mentally enslaved by Starro, the Starfish Conqueror.

    A seagull reports the situation in New York City, to the Hawkman. The rest of the Justice League of America have assembled, aboard an aircraft carrier, off the coast of New York. To keep Starro, the Starfish Conqueror, from enslaving the world, New York City may have to be destroyed.
