Harvest forced around one-hundred young heroes to participate in the Culling, an annual free-for-all fight. The youth are expected to battle against each other to the death, with the survivors chosen to join N.O.W.H.E.R.E.'s elite army, the Ravagers. When the Teen Titans and time-displaced Legionnaires were chosen to participate in the Culling, the two teams of heroes helped to liberate several of the prisoners of N.O.W.H.E.R.E.'s facility, the Colony, along with the help of Caitlin Fairchild.

However, according to Harvest, his plan all along was to scatter his subjects across the world.
